There are several things you can do to increase the likelihood that, and frequency with which, people comment on your blog.
Install comment friendly plugins
There are a couple of plugins that incentivise blog commenting. One is the commentluv plugin. This plugin allows commenters to show link to their own blog’s last post. Another plugin to incentivise commenting is the nofollow free plugin, which, as its name suggests, allows you to remove the default nofollow tags from links in comments.
Post frequency and quality
Posting to your blog as frequently as you are able to, with good content is a great way to both build up a broad presence in the search engines and increase your blog’s authority within its niche. Both of these will attract readers who will be likely to comment, and even potentially subscribe to your RSS feed, as opposed to fleeting visitors. An ideal situation would be to post substantial posts daily. Broadly speaking, in the context of blogging, more is better. More posts, more keyword-rich material, more breadth in the considertaion of your topics.
Comment on other blogs
This is a great way to get regular readers, RSS subscribers and commenters, however, your commenting should be relevant and thoughtful. Within the last 4 weeks, I started a political/news blog. Over the first week, I built the initial content (about 5000 words). Now I post daily and spend 15 minutes daily commenting on authoritative political blogs. I’ve already built up a substantial readership and regular commenters. One tactic that works well for me is to post an article, then go to Google blog search and search for the topic of the article in blog articles updated within the last day. Go to the first 5 and leave a thoughtful comment. Within no time I had visitors and commenters.
Nurture a sense of community
Whenever possible respond to commenters in a manner that encourages them to return. Seek to nurture a community with your readership.
Questions
Ask questions in posts. Readers may not comment if they do not feel they can add anything to what you have written. Asking a question gives readers the opportunity to express their views on a particular topic. One way is to round off your posts with a question.
